About
The Arc of Northern Shenandoah Valley was founded in 1967 in the Winchester area by a group of determined parents of children with intellectual and developmental disabilities, with the aim of creating more inclusive communities, schools, and opportunities. Together, they have fought for home community-based services, inclusive education, the passage of Rosa’s Law in 2010, and the creation of Supplemental Security Income for individuals with severe disabilities.
