H.E.A.R.T.S. Connection is a parent-founded and parent-driven organization that began in September 1990 when the Local Interagency Coordinating Council (LICA) applied for a Family Support Grant from the Department of Developmental Services (DDS). After hosting a retreat in Tehachapi, H.E.A.R.T.S. Connection began having monthly meetings in families’ homes to serve those with special needs children under the age of 36 months. With the support of the Kern Regional Center, the Bakersfield City School District, the Kern County Superintendent of Schools, and the Kern County Consortium SELPA, H.E.A.R.T.S. Connection started in a small room with one paid staff member and gained more part-time staff and office space as the years went on. Today, H.E.A.R.T.S. Connection continues to receive funding from DDS.
