About
Early Intervention Program | Office of Maternal and Child Health is a statewide system of services and supports for children under three years of age who have delays in their development, or may be at risk of having delays, and their families. Through the Bureau for Public Health, the Office of Maternal, Child and Family Health, and WV Birth to Three, the Department of Health and Human Resources ensures that family-centered, community-based services are available to all eligible children and families, at no cost. WV Birth to Three believes that families are the experts about their child and family needs, and provides information so families can make decisions about what they need to support their child's development. Services are designed to support the child's participation in learning opportunities within their home and community, and each eligible family works with their WV Birth to Three team to develop an Individualized Family Service Plan (IFSP) that lists the services and supports needed to reach their goals. Families enter the WV Birth to Three system through their local community agency, which is contracted by the Department of Health and Human Resources to ensure families receive the necessary Part C early intervention services.
