The New York State Early Intervention Program (EIP) is a federally-mandated program, established under the Individuals with Disabilities Education Act (IDEA) in 1986. Administered by the New York State Department of Health, the EIP provides comprehensive services to infants, toddlers, and their families. Article 25 of the Public Health Law governs the Early Intervention Program, which has been providing care since July 1, 1993. EIP is dedicated to helping infants, toddlers, and their families achieve their maximum potential.
